Open Question: How to flirt??? ( kinda long but I need help)?

I like this guy that I liked last year and IDK if he likes me. I see him look at me a lot but he's sort of popular and I'm not. I want him to ask me out!! How do I flirt? BTW, I am extremely shy when he's in the same room. I can't even look at him without being nervous! And sometimes when I look at him he looks at me so I have stopped looking at him. What do I do. I can't get over him! We talked last year a little, but I was shy so we didn't a lot. I am such a loser!!!! Should I dress a different way?
